In 1975, Angola moved towards independence after the coup in Portugal. There were three contenders for power in oil-rich Angola - the MPLA, UNITA, and the FNLA. CIA observers noted that the communist MPLA, supported by the USSR and Cuba, was likely to prevail with Soviet weaponry. This was naturally alarming to South Africa, so with tacit support of the CIA, it launched a lightning armoured attack on Angola, reaching to within artillery range of the capital Luanda. Then the CIA pulled the plug. By March 1976, Operation Savannah was over.
